There are several reasons why we don't connect the lines. The first would be that if we always connected the lines then it could present problems with making multiple panels. Another reason would be that many times you don't want to use the tool you are using for the rapid texture that you use for the cut out. For example you may want to use a ball end mill for the texture and a Flat end mill to cut out the perimeter. 
Leaving the ends open gives you more flexibility when creating a panel or tool pathing the part.

If the rapid texture lines would all be connected together instead of separate rapid texture would even be more rapid. We run an outline around all the letters anyway. Or am I not thinking correctly?
